What We Do in OCE

The Outreach and Continuing Education (OCE) Marketing Team focuses on building awareness for Western Washington University’s programs and locations. Our dynamic and creative team is comprised of account managers, graphic designers, and web developers — all committed to strengthening Western's brand and furthering its strategic mission and goals.

Our team is responsible for managing marketing strategy across multiple platforms, channels, and locations, and we work closely with University Communications to ensure we stay on brand and maintain the visual and editorial standards of Western. We collaborate with partners across campus and Western's locations to increase awareness and brand-aligned communications.

Jesse earned his bachelor’s in Business Administration: Information Systems from the University of Montana in 2005. Shortly after, he launched a full-stack ecommerce web development and marketing agency, helping start-ups gain market share and establish themselves in the highly competitive new world of online selling. Jesse and his wife moved to Bellingham in 2010, where he founded and served as President for Bellingham Ultimate, a sport and fitness, community-focused non-profit. Eventually Jesse found work with Western’s Office of Admissions as a multimedia designer and marketing consultant. Jesse earned his Master’s in Business Administration from Western in 2018, and joined OCE in March of 2019. Jesse loves skiing, hiking, camping, and playing competitive ultimate frisbee. He, his wife Amber, and their two sons thoroughly enjoy exploring Whatcom County and the San Juans every chance they get.

Fabrice has been working for OCE since February of 2018. He is currently the Senior Designer for the Marketing Team, and also runs his own freelance design business from home. Before coming to Western, he was the lead designer for a Honolulu-based agency, Theory, and also worked for Black Letter Group while living in Honolulu. He is an avid learner and loves collaboration. Fabrice loves design, illustration, graphic novels, manga and anime. He is always looking to discover new musicians (drummer for 10 years). He is always up for a good hike and some delicious oysters. He really enjoys traveling and discover new cultures.

Layne Painter

Layne comes to the OCE Marketing Team with a diverse design background. She's worked as a lead designer for an adventure sandal company, created digital design for an international e-commerce website, and gotten toasty designing for the craft beer industry (with some beer labels right here in Bellingham!). Apart from her Graphic Design degree, she also holds a B.A. in History. As someone who has always excelled at and enjoyed learning, she is excited to work in an environment of higher learning. In her free time Layne can be found swimming, hiking, kayaking, creating art, or reading.

Jean Nissen

Jean serves as the webmaster for OCE, bringing over 25 years of marketing and web expertise to the team. Prior to joining the OCE team in 2013, she worked at her own web and graphic design firm helping clients like BP, United Way of Whatcom County and dozens of local small businesses to showcase their products and services online.

Jean is passionate about empowering others to find success through technology and balance through nature. If she's not building websites that help users find what they need, guiding website owners on how to configure and understand their analytics reports, or helping optimize websites for SEO, you will find her spending time outdoors. Jean leads hikers on trails throughout the Cascades through a local active hiking Meetup group she started in 2010. When not training additional hike leaders, you can find her paddling her trusty kayak, sipping tasty wine, and teaching her young nephew about the joys of camping and the best ways to approach friendly dogs.
