For more than 100 years, Outreach and Continuing Education has provided diverse professional and community learning opportunities through innovative partnerships and programming. OCE expands access to Western’s outstanding educational opportunities across the Western Washington region and beyond through a focus on creating community, serving learners and providing lifelong impact.

Leadership

Vice Provost, Robert Squires

Robert Squires is the vice provost for Western Washington University Outreach and Continuing Education. He oversees all WWU Outreach and Continuing Education programs and staff. Previously, Squires was the Director of UMOnline in the School of Extended and Lifelong Learning at the University of Montana.  Squires has also served as the Director of Instructional Design and Technical Support for Extended Learning Services in Missoula, as well as Extended Learning Services’ Associate Director of Instructional Design.

Squires received his doctorate in Curriculum and Instruction from the University of Montana in 2018, and he has master's degrees in English Literature and Teaching English to Speakers of Other Languages (TESOL) from the University of Aberdeen and the University of Edinburgh, Scotland.

Holly Hill, Senior Director

Holly Hill serves as a senior director in Outreach and Continuing Education, where she works in support of degree programs in Poulsbo, Port Angeles and Bremerton, oversees Western’s SEA Discovery Center which provides marine education to youth and adults in the region and has a lead role in Western’s new Professional and Continuing Education programming. Based in Poulsbo., Holly leads a dynamic team dedicated to the success of Western students at locations outside of Bellingham and works to enhance Western’s partnerships with Olympic College and Peninsula College. Throughout her 20+ year career in higher education, Holly has held various leadership roles at other universities including senior positions in career services, corporate education and study abroad. She holds a Master of Arts in International Affairs from Florida State University and Bachelor of Arts in Political Science and Spanish from Phillips University.

Anthony Shull, Senior Director

Anthony Shull serves as Senior Director for Language and Culture Programming, Outreach and Continuing Education (OCE) which includes the intensive English programs, Asia University America Program, customized international programs for adults and professionals, enrichment programs for youth and event services. He has more than 18 years’ experience in international higher education.

His areas of expertise are in strategic planning, strategic international partnering, and program start-ups. Before coming to Western he served as senior international officer at public and private institutions in Colorado and Indiana and served as a language department director at a university in Mexico City, México. He holds a Master of Teaching English as a Second Language and undergraduate degree in Merchandising in Business.

Molly Vogel, Director

Molly Vogel leads the Administration and Financial Management team at Outreach and Continuing Education (OCE), which includes financial reporting, contracting, purchasing, invoicing, and operational management. She has more than twelve years’ experience in higher education. Molly has presented financial data to key stakeholders to support a greater fiscal understanding of OCE programs and operations, facilitated budget development for new Professional and Continuing Education programs, and created modeling documents to support the conversion of self-sustaining programs to state-supported programs. She holds a Master of Business Administration and a bachelor’s in International Business and Spanish from Western Washington University.

Andrew Blick, Director

Andrew Blick is Director of Technology, Planning, and Instructional Design in Outreach and Continuing Education (OCE) and oversees WesternOnline, technology services, and supports planning and assessment for OCE programs. He has been with OCE since 2010 and works with a variety of units to support their operations. He has published and presented on areas related to assessment in education, instructional design, program development, and new media rhetoric. He holds a Masters of Education, Bachelors in Spanish and Linguistics, and certificates in Bilingual Education and Teaching English to Speakers of Other Languages, all from Western Washington University. He is a doctoral candidate in Technical Communication and Rhetoric at Texas Tech University.
